Shiftkey - I don't think that's the case. They stated that one of the forms is found in one of the islands. So they don't change forms.

They change forms by sipping flower nectar from each of the islands.

You know how you can change Rotom's form by finding the appliances and selecting one? Probably the same thing except they're not all in one place.
