People are going to complain that the artist skinned how down, but they have to remember than muscle size in anime bears no correlation to their physical strength. The strongest characters are often the scrawniest.

I don't see how that's relevant? The artist skinned her down because his can only draw one body type. It's lazy.

Unfortunately it is part of the issue. In Japan today the traditional magazines claim they have issues finding artists. Because everyone sends drawings of cute girls and boys that look like girls, but most today fail to draw things more complex like muscles and age marks. As an artist I can say those took the longest to learn and master and are definitely in high demand.
