That ain't true, Anon2. Vegeta always feels as strong as he is, he's just very unlucky through and through. :p
Goku is always stronger but only slightly, his luck and more unusual ways of analyzing things are what truely make the difference between the rivals. ;)
For instance with Hit, Vegeta had no experience with time manipulation, unlike Goku who has been in a time rewinding bubble once plus got knowledge from friends about Time Leap just before the fight. That's part of his luck aspect. He was also analyzing Hit's natural fighting habits, which comes into play for the more unusual way of analyzing things. Combining them together, we got the first part of their fight as a result. ;)
