Fluency is basically impossible unless you spend a lot of time speaking the language you're learning.

Anon1 - And how do you expect them to get proficient if you insist they keep their mouths shut because they are not fluent?
A requirement for learning *any* new skill is this little thing called....practice. In case this is news to you, that goes for languages, too.
