^ Anon 2 Hitmontop has that 3rd Leg on its behind Anon 1 brings up a good point. It can't lay on it's side unless those protrusions fold (not likely) and that leg is in the way on it's back.

it is a tail
also, if you see Hitmontop's KO animation in Colosseum/Gale of Darkness, it falls on its back just fine
it might just be that Hitmontop get jittery when not spinning/standing on their head

it serves as a Tail and a 3rd leg hence the reason Hitmontops Signature move is Triple Kick

i think it's called triple kick because it hits 3 times. you dont necessarily need 3 legs to kick 3 times. hitmontop just spins fast enough for the first leg to hit again

Then why can't anyone else learn Triple kick?

because none of the other pokemon that like spinning have legs
and none of the other pokemon that kick do much spinning
also, a kick requires a foot/hoof. if the tail is in fact a leg, that little ball thing at the end is far from something you'd walk on
