A butterfly floats by, and the younger girl scampers off to give chase in care-free manner, held back by the older girl as a silly pursuit. A tank drives by, and the older girl hurries to chase it, held back by the younger girl in a role-reversal of mature vs. idle fancy.
Now grown, the younger girl has since become a tank pilot, possibly looking back on the fond memories of their days together, having lost her sister. The older girl's face, in the picture, lies in shadow, hinting she may have suffered some accident and has passed on. Determined to fulfill her wish, or perhaps become the pilot in her stead, the younger one took over, and has now succeeded thanks to her inspiration.
This is my interpretation, since I cannot read the text in the last panel.
