According to the source post the dick and balls are a add on cannon and not part of them at first. It doesn't appear to have any way to go into a vagina though so it seems to just turn them into shemales.
I agree though that shemale stuff should not be under futa since it's not futa but people are lazy and just prefer to have them tagged together most of the time.

Plus it is widely believed that newhalf are the same thing as futanari but this is a western misnomer. In Japan, where the fetishes originated, futanari is hermaphrodite (vagina and penis) while newhalf is literally bottom-half male and top-half female.
