Anon1 here. I'm pretty sure that is the case, yes. But while I think these powers are awesome and badass, sadly they didn't really give her any advantage. Gunfire is about just as effective as these lightning strikes were. That is to say, not effective at all.

...Which is sad, because it looked really cool.

I've noticed that lightning struck right at site where Mercury was just a second ago. Probably 'cause he has a metal legs. Electricity loves metal.

You shouldnt forget that we know NOTHING about her! And srsly, did she appear like a good Fighter to You?
She sure didnt appear skilled to me, doh! And her "Maiden Powers" she got likely only by Coincidence and not because someone "choose" her.

Compared to Hunters and Huntresses, - even for those still in Training on Academies like Beacon,
she could TOTALLY BE a simply Person in Comparison, that simply possesses special Powers.
Her being the Fallmaiden does NOT mean she can fight well, automatically.

( or that she has well/nice Control over her Maiden Powers. )

Considering that she was using her staff pretty well and landed a few very solid hits on Mercury, Cinder and Emerald without her weapon.
She had at least some training.
