Japan doesn't "give" anything.
We buy it... with money. Or at least "part" of it.
Once we have paid for part of it, we can do with that part as we please. And Japan has no say whatsoever.
Sadly, that means you'll have to buy a manga twice. The Japanese version for originality, and the English version if you can't read.
