I don't think Cloud was a ballot winner. He looks too complete and the Ballot ended Early October. Sakurai said making characters takes a long time, but it has only been about two months.

Why not a FF1 or FF6 character? Something like Black Mage or Kefka. You know, someone from a game that was actually on a nintendo system.
