Oceanus had literally NO reason to be evil, and actually had a canon reason to be at least neutral. The cannon rule is as thus: a heroic wish makes a villainous dragon (Syn, Eis, etc.), a villainous wish makes a heroic dragon (Nova). Oceanus's wish would be classified as either selfish at worst or neutral at best, regardless of WHY Oolong-san made that wish (None of the wishes context or reasons ever mattered, just the actual wishes themselves, as the wishes were worded). As such, Oceanus Shenron-chan should've been neutral at worst, or selfless at best. Hell, she should've been the "goody-girly" dragoness of the bunch. Honestly, Oceanus should NEVER have been evil. It would've been nice if She'd befriended Pan, become good, and helped out against the evil Dragons, Like Nova-Kun.
