Actually, doing this WAS possible, even under RPG Maker 2000 version, let alone 2003, XP, or later versions. For 2000 and 2003, there's the possibility of reading a video file right away. For later version you can (using RGSS for instance) trick the engine into showing each frame for an instant and giving the illusion of showing something animated. This trick is usable with 2000 and 2003 too for in-game animation if a cinematic is not what you're looking for. Check how they did their fighting system in Dyhortfight 2 and 3. ;)
