Streaming it should be easy thanks to the magic of google, but that runs the risk of getting one of the badly subbed versions.
There are several lines in the movie that, when translated shoddily, lead to severely different tones compared to what the japanese original meant to convey.
The UTW subs seem to be mostly doing a good job at that, afaik.
As for dubs: they are in limbo, no offical word for months, nobody knows what the hold-up actually is all about, only rumors. By this point, the 3.0 dub might end up released at the same time as Final...so dont hold your breath on that end.

There are a few sites I know about that have good versions of everything so far.

(Both have subbed and dubbed depending on if the anime has both or not)
Both work perfectly fine, though I prefer kissanime because of their bookmark system which tells me what I bookmarked, and haven't watched. You of course have to make an account which is easy and free, and they haven't given out my email because it hasn't received anything from them yet. (That includes random spam mail as well.)
Anilinkz is the first anime streaming site I found so it holds a special place in my heart. It does however have some things that kissanime doesn't yet have. It had the live action attack on titan movie first, though in two parts. (Not sure why that is. Kissanime however doesn't have movies they play in two parts.)
There are others of course, but those two are the best out there that I have found. Others don't even come close in comparison.
