I think that these characters are at least heavily based upon Okabe and Faris from Steins Gate. Okabe's hair sometimes looks like that throughout the VN and anime, and Faris... well it's the same eye color, a maid headband, and twin tail drill hair. They probably couldn't get both the ears and maid headband, so they just picked one.
