To those asking in the world in this show, everything remotely erotic has been censored and banned. The female character here is the president of the high school committee that enforces this law. But it turns out she's a complete freak. Like all ecchi, the main character accidentally ends up in some lewd situation with her, and instead of getting angry she ends up with a mighty thirst for that D.

It starts out pretty funny and as a decent satire on the sexual repression present in Japanese culture originally introduced after World War II, and persists today. But it then goes too hard into the fan service and loses any sort of message it might have had. Still worth watching a few episodes.
