Yea, they changed the law so things like this can no longer be broadcast in Japan. That's why Nobue went from being a 16 year-old in the manga to being a 20 year-old in the anime. It's also why the stereotypical high school "banchou" often has a reed in his/her mouth. post #2195407.

Did not know that.
I noticed this moment because someone asked about smoking loli on forum recently. Nice reason to test out my webm making skills and gelbooru webm support. Personally I have not fetish for smoking.

It's totally okay in OVA's and dvd/Bluray versions of episodes, though. Manga is okay as well. What's weird though is that manga is even more widely read in Japan.

Public television vs. printed material.
It's the same where I live, you can get away with a lot more in printed material then you can on T.V. Same with bluray, since it's not open to view for all like public television they can do more on them.
