Well Harley had broken up with J at the time, though as you can guess that breaking up did not last once Joker and Harley were physically in reach of each other once more... ;)
Still, Harley basically is doing this to convince herself she's all over with Joker at the time, and Deadshot is just enjoying the moment (despite having a wife and a daughter in that story)
