Nah, Gilgamesh is definitely more powerful. Pure power wise, Gilgamesh is much more powerful than Dio. He can pretty much destroy an entire army and world by himself.
Also, Dio is killed instantly by sunlight or UV lights. Gilgamesh supposedly have all kinds of ancient weapons in his storage, even an ancient nuke, so I'm pretty sure he has a UV light system somewhere.
Dio is more suited to fight individuals and small groups

I personally would say DIO winns, since if he stopped time at the beginning of the fight, he wins without having to deal with GoB.
Even if Gil uses GoB, The World can still stop the time before any of the swords hit him, and kill Gil easily, not to mention that The World also could catch the swords in mid-air and throw them back, since when Zero Berserker can do it, it's no question The World can do the same, it's a lot faster than Berserker.
