My guess is she likes the hats because they make her look taller. She gets tired of being mistaken for a grade schooler, I'm thinking.

It's a majorette hat. It's the hat that majorettes like her wear. In Japan they may also be worn by members of the marching band.

The hat is formally called a shako, and it got its start with 19th century European army uniforms.
