He saw Ho-Oh and so is locked at the same age because of eternal happiness. Which may explain his being oblivious to somebody having a thing for him. It makes sense, since understanding it would cause a lot of sadness for him and the happiness is about the one who sees Ho-Oh and nobody else. The rest can just cry themselves to sleep for all Ho-Oh cares.
