I've gotta agree with anon 2 on this one. You should tag by what you see. Even if the artist is known for drawing exclusively futa, there's always a chance he/she might try something else once in awhile. Now if the artist made a particular comment about the picture (like on pixiv or something) stating that all three are futas in this pic, I can see why it should be tagged accordingly.
