Most hyuga have black hair, hinata and himawari being the only blue haired one depicted (probably courtesy of hinata's mother).
However, we're looking at a 2 or 3 years old hanabi here. She did not have all her pigments yet. Confirmed that way later in the episode, since we see 5-6 years old hanabi having pitch black hair
