I wouldn't think so, given the water level is rising. A very unpleasant fate to end up in on Halloween is more like it.

That's based on the assumption that the water source is both gravity fed and at the same level as the inflow pipe. if there was a water pump at any point along that pipe, the water couldn't flow back into the source because the pump would force it back out. Or perhaps the pipe is gravity-fed with the bottom of the source area above the top of their chamber, with a gate or something keeping the water flowing in at a low rate.
