Love Hina was one of the first anime to be digitally drawn, and it really shows in its art style. Bear in mind a few things: Uno's early style was heavily influenced by Masami Obari, and he was adapting a very popular manga, and if he would have gone too far away from Akamatsu's style there would have been pushback. As it was quite a few people complained about the TV show's character designs and by the time the OVAs were made the style had been reverted to be closer to Akamatsu's. Much the same thing happened with To Love-Ru, where they got Akio Takami to do the TV show character designs but by the time they started making OVAs they were reverting the designs towards Yabuki's manga style. Uno simply didn't have the freedom with Love Hina to use his normal style.
