Anon1...because even though you couldn't really tell with the blocky graphics back then, Cloud was supposed to have a really feminine face. Feminine-looking guys being confused with girls in anime/games is a pretty common and used trope.

Also, anon1, for him to choose Cloud you had to get to a pretty HIGH level of trapping. It wasn't just a wig, a good dress, a shiny circlet, a nice perfume or so, it was the best of the best. Plus make-up. A lot of make-up. Cloud is basically a 9/10 trap if Corneo chooses him.

Also, this artist does a great job with it.
I hate this scene depicted with Cloud as obviously just a guy in a dress.
This is so much better because it shows the effort in the deception.

This artist did a really good job with Cloud, but left Tifa and Aerith in their normal outfits, instead of the ones they wore to Don Corneo's.
