Firstly, anime designs are usually made for the characters to be Japanese, regardless of their appearance. But because cartoons are not very realistic in appearance, what ends up happening is called cultural projection -- people see whatever they want, based on where they were raised.
To Japanese people, team aqua looks Japanese. To Americans, they can look Mexican.
Team Aqua might not be black since you can clearly see a team aqua tanline symbol on his chest. They might also be South Asian. They might just be Japanese. Or even white dudes with a tan.
It's impossible to tell, so just don't debate it.
