Mobile suits aren't exactly suited for the dense environments of jungle warfare, as seen in 08th MS.
Moreover, their optics are total shit, and unable to detect a platoon of infantry in light cover, as seen in MS Igloo.
Even with flares to direct them, mobile suits are unlikely to discover a single soldier in a forest.
Finally, even though 203mm artillery doesn't exist in MSG, coordinating an artillery detachment to fire upon an unknown signal flare source is a waste of resources, no matter which military you're in.

It's a zeon scout. Her behavior will draw at least some mortars and alert the EFs.
For the EFGF, using shells to eliminate a possible high-value target is very cost-efficient, especially when lacking feasible methods to counter the zakus. Scorching the area zaku units may exist using cluster SADARM will be a perfect idea.Wasting ammo is better costing lifes, isn't?
