According to a translation of the cover story of Famitsu on Neogaf, Shia is a witch that's in charge of keeping the Triforce in balance. A certain Link, who is a soldier of Hyrule, catches her eye and she develops feelings for him. However, Link and Princess Zelda are always close together and this drives Shia down a dark and evil path out of jealousy.
She thus kidnaps Zelda to draw Link to her.

So yeah, she kinda wants Link's dick very badly. REALLY badly.

Also, her name is officially translated as "Cia". Which is said the exact same way in Japanese as Shia, but I guess they were trying to make a more "See" sound for her name, so Cia it is.

Well to be fair I think Link with Zelda the most hes gotten is from Zelda 2 and that was a woman clad in red and an old woman...So I think he'll "jump onto this" if ya know what I mean.
