Anti-materiel rifles are the current ancestor of anti-tank rifles that are no longer in use for this purpose.
For one thing, even the crappiest and cheapest of modern tanks are too strong to be harmed by bullets, so they don't use them anymore. Not in decades in fact.
However, this image could be a historical reference. This rifle lacks a scope that anti-materielrifles often have. While AT rifles don't often have.

^ I see what you mean. When the PTRS-41 was developed, anti-tank rifles were already being phased out. I would sooner use it as an anti-material weapon than an anti-tank weapon, but it was still designed by Sergei Simonov with being an anti-tank weapon in mind.

Pro-Russian militia in the war in Donbass have actually been know to still use this weapon, as it's effective against APC and the ammo is still produced.
It does kinda look like it's fitted with a, possibly PU, scope. But give these guns generally need some smithing to get them back working anyway, it wouldn't be all that surprising to see one.
