Story time:
Lance's Dragonite has two Psychic-type moves: Barrier (illegally) and Agility. Because Venomoth is a Poison-type, the primitive AI thinks using these Psychic-type moves will be super effective and knock Venomoth out, but since they cause no damage, even a Level 3 Weedle is safe.

Generation I NPC's also never ran out of PP, which is why Lorelei's Dewgong can use Rest 3489330 times, especially if it's facing a Poison or Fighting-type (As Rest is also Psychic-type).

In short, it was a little bit of everything that helped the 100,000 viewers shine through!
