Here's a theory.
What if Satsuki could never fully draw out Junketsu's power because it requires pride in it being worn (aka, being clothed) instead of just using it as a tool and therefore suppressing it through her personality and willpower? This may explain why when worn by Ragyo and brainwashed Ryuuko, Junketsu appears (relatively) less skimpy and also possibly consumes less blood, as this is the correct way to "work" the outfit.
Conversely, Ryuuko was able to draw power from Senketsu when she became confident in her own body (aka, being naked), which is in line with a superweapon developed for the strippers Alliance. If the theory is correct, this means that Satsuki (who gives no fucks about being naked as demonstrated in her last streaking episode) was compatible with Senketsu from the start and may in fact be more suited for it.
Senketsu-Satsuki will not look like Senketsu-Ryuuko, but we are now left wondering what that would mean. From a character design standpoint, there's only so far you can drive up that wedgie.
