I like that Asuka has a dss-choker on in this pic. What may have seemed a like an arbitrary imposition to Shinji, may have been a part of life for Mari and Asuka.

Since they are both pilots and we dont see their bare necks, they may have been fitted with chokers long ago in case Unit-02 or 08 awakened.

Possible (and would probably help Shinji cope in Final), but unlikely either of them had to wear them for long if at all.
The choker was designed for Kaworu and put on Shinji
1) because he is KNOWN to be able to awaken EVAs

2) because they dont trust him not to do it again (Mari and Asuka had 14 years to prove that they are trustworthy)

3) because according to WILLEs POV, Shinji deserves punishment

4) because there was at least SOME chance that what they got out of the entry plug looked and sounded like Shinji, but was in fact something else entirely.
