Well according to Anno, via 3.0, this scene despite being immortalized on Blu-ray, never happened... (you know, since the world still got ruined and everyone died, except the 50ish people sitting right at ground zero but whatever)

Actually...there are a lot of clues that what happened in this pic did really happen and that the world getting ruined wasnt a direct result of Shinjis farty little near-3th-Impact at the end of 2.22 but instead something that came later.

Bitter, calloused and at war for aprox 14 years. Not necessarily assholes, but scarred and petty and with a finishing touch of scapegoatism towards Shinji.
Plus the world didnt end. It couldnt have, simply because they still got enough ressources and support from outside of the Wunders fleet to even maintain a fleet like that. Fighter patrols, choppers to fly in supplies etc.
