Um. "Safe"? Erza is... Clearly naked. Lucy is showing a lot of skin too. This is not something you'd want to be caught looking at at work. There is no way this is "Safe". Questionable, yes.

Either someone is extremely nervous about being "Safe" Or someone is extremely paranoid or has some type of skin-phobia about showing skin. Seriously until you see nipples or any private parts you can't consider them explicit or even questionable, Questionable implies they're doing something rather out of hand.
