I think it's because she's supposed to be second-gen, even if she's a new character in the remake, so that would make sense she's older. Same reason why there's no Crystal here. Give us back Crystal! I've been waiting for a remake of her since 3rd-gen's Fire Red/Leaf Green came out...still nothing.
Think of Kotone's being as having replaced Crystal's existence. That bitch.

What does it have to do with racial aspects ? No one of those girls look japanese for me, that's for sure.
It's like those animes where they have real nationalities , and if they make an african,latin or american character you recognize their racial aspects, but then you realize that they make japanese characters look nothing like japanese.
Why they do that? Are they really ashamed of their own race?

The vast, vast majority of people in Japan are Japanese. The concept of race completely slips by them in all cases except for people who are not Japanese. As such, the idea of designing someone to look like their race doesn't even appear unless they're designing a non-Japanese character. When designing Japanese characters, it's completely out of mind, and all they're really worried about is aesthetics.
