Love that her face in this makes it seem like she's grown a few more years, probably freshly graduated from high school, or even newly enrolled into University, but the rest of her body just didn't develop much. And I could genuinely see that happening, with Tomoko's luck. The way I see it though, she just has so much more charm that way. She finds her coping mechanisms maybe halfway through her last year of high school, and manages to start overcoming some of her awkwardness, getting her anxiety disorder a little more under control, maybe even coming to realize just how close she really is with the friends she's made. All the while, her body just doesn't develop the same curves that the other girls have, and she realizes that she's fine with that?
What we're seeing could be the culmination of the character growth she deserved in the series, bringing out her true inner beauty that we all knew she had in her.
