Howa Type 89F, for the rifle. The "F" in the designation refers to the sekeltonized folding stock, seen here, as opposed to the full fixed stock of the standard Type 89, seen elsewhere.
The position of "89" and the petaled "W", along with notable features such as the joining of the stock to the receiver, the partially-angled trigger guard, and the Japanese-standard magazines with round-counter openings all seem to support this.
With the railed foreend, vertical foregrip, flashlight or laser, and the optics...this was not a normal soldier's 89F.
