In Japanese media, giving someone blue eyes and blonde hair is just an easy way to convey the fact that someone's a foreigner without having to explicitly say so. So it SEEMS like they think so, since they've perpetuated this archetype of a gaijin long enough to influence the public's general understanding of how foreigners typically look.
tl;dr
Probably for the same reason we think they all have black hair, squinty-ass eyes, and all are immaculately good @ maths.
