Unlike most Emi actually has a REASON to act like a tsundere. She is the Hero destined to kill the devil........that being the case she is pretty much unable to have a meaningful relationship with him (this is hinted in the final episode). I honestly wanted Emi to get together with Maou because it would be interesting to see them overcome their past (maou killed her father after all). Chiho just seemed to be there to make a love triangle and occasional fanservice and not much else. But that's just my opinion of her.
