That's because it made by the same company. The anime is Denpa Onna to Seishun Otoko. Her body is a 3d photoshop and her head is from the anime.

It's not made by the same Company. Tomodachi was made by AIC and Denpa by Shaft. What they have in common is the Chararcter Designer (Buriki), who also made the illustration for the respective light novels.
