To be honest, they are capable of using much, much less obtrusive censors (a thin black or even translucent dark gray bar or two on the head of penises and through the vagina), but still choose to mosaic censor. I don't think they particularly care. In fact, it probably makes it easier on them since they don't have to worry as much about the details.

The crazy thing is the continual level of detail behind the censors. You'd think they'd just draw a big smudgy black line or whatever, since it's mosaic... but they don't redraw all that shit in hentai when it's released outside Japan. That's why we gotta pay for it... let them know there's a market so they get rid of the fuckin censors overseas releases.

The reason they don't do uncensored releases overseas anymore isn't because of piracy; that's just what they want you to think. It's because the Japanese will just re-import the uncensored versions (which cost less than the Japanese versions too) rather than buy the censored originals; why would anyone pay more for an inferior product? They're only interested in protecting their profit margins via artificially maintaining the ridiculous prices they charge in Japan by simply taking away the option of a cheaper and better alternative.
