Im sure there is an intentional reason why she looks like Sarah. They didn't just use Sarah likeness cause they couldn't make another character.

She looks very much like her, but have some slight differences.

Actually Anon 6 "Lumina" is all the parts of Claire Farron that she cast out of her self/heart to become Lightning... when one considers when Clair/Lighting did this was around 15 it stands to reason that "Lumina" would appear several years younger then the present time Sarah (21)

When Lightning awoke from crystal stasis Bhunivelze purged Serah's heart and soul from Lightning damaging Lightning's own heart, making her appear emotionless. Lightning's suppressed feelings and vulnerabilities which had now been removed from her used the Chaos to manifest a physical form: Lumina.
