^ Take a look at the uploader, it's the danbooru bot. Tags are imported from danbooru, notes with translations or anything else on them are not.
So basically, it's translated on danbooru, just not here, unless someone feels obligated to copy over the notes. I usually import the notes myself on images that are from series I like. If you have an account, it wouldn't hurt to do the same if you can.
