Given the floating in water reminds me of a lab experiment, I'd actually think this is Nozomi Kujou, and NOT Rukia, since Nozomi has such artifical origins.

Short hair Rukia looks similar though, but I really believe this should be a "kujou_nozomi" tag.

It's Rukia, look at that little "hair bump" at the top that leads to a strand of hair. That's a feature only a Kuchiki can have.
