@Anon 2. I doubt it. It's not the same with humans who swim buy kicking their feet. For mermaids, their fish-halves have more muscle and energy than their human-halves, which would make them excellent swimmers regardless of their bust sizes, so it wouldn't matter even with the added weight.

Actually i'm pretty certain that in this scene she is complaining that her breasts are too big couldn't she can't keep up with namuchigiwa....so yeah they still have an effect.

@letherhead93. Just checked the episode, and I see now. Still, however, considering that the anime isn't really an accurate be-all, end-all definitive nature of mermaids, I'd consider it an exception rather than the norm.
