Although you could be right, there is a chance for it to happen as she is a Kuchiki which means that if anything happened to Byakuya she could get there but the chances of anything happening to Byakuya? More or less 0% xD

I kinda like Rukia/Hisana with long hair. And the Haori and armbands Makes her look like Byakuya using his Shikai. (Senbonzakura - Scattered Cherry Blossoms). But without a Bankai She Can't Become a Captain, it's too Soon for her to Replace Byakuya or Ukitake, Besides She Just Became Lieutenant.

Actually, Kieronrob, that's not true. There's three ways to become captain: Captain Proficiency Test (Being able to perform bankai), Personal Recommendation (Being recommended by at least 6 captains and the approval of at least 3 of the remaining 7), and Trial By Combat (Defeating the current captain in battle in front of at least 200 witnesses from that captain's division). The CPT is how most captains achieve their position, but the Trial is how Zaraki became a captain despite not even having shikai, let alone bankai. So, in theory, Rukia could achieve captaincy without reaching bankai. Plus, Shiba Kaen, her predecessor, was captain in all but name due to Ukitake's incurable cough of death, so it's safe to say she probably is, too.
Also, just an FYI: Senbonzakura actually means "One Thousand Cherry Blossoms"; Scatter (Chire, in Japanese) is its release command.

Despite his role as JOBBER FOR LIFE, Renji would become a captain long before Rukia. Unless he pulls a Riker and refuses every promotion attempt because editor meddling forced Byakuya to live.

With all that random stuff said, I personally like HOW the artist rendered her by having her older for one (to keep her chances of Captain realistic). And having her sport Byakuya's signature arm sleeves was a nice touch in a keeping his spirit alive (if he were dead) kinda way.
I like it.
