@met they don't ALWAYS do that. Point and case: Poison in Final Fight. ORIGINALLY Poison was a woman, but because the moral guardians in the US didn't want to allow people to play a game where you can hit a woman, they made her a transvestite instead for the EXPORT versions.

Actually that's not fully correct...Poison was planned to be a female in Japan but her final design changed to be officially a newhalf in Japan due to a suggestion among the Japanese Capcom staff themselves that in America hitting a female would be considered rude and they fear feminist groups may sue.
In Japan, she is a newhalf; outside Japan, she is a post-op transsexual. Per Street Fighter IV producer Yoshinori Ono in an interview: "Let's set the record straight: In North America, Poison is officially a post-op transsexual. But in Japan, she simply tucks her business away to look female."
