I don't see any exposed breasts or any naughty bits, and girls kissing does not automatically constitute a questionable or explicit rating. Neither does two boys kissing.

The rating would go up to questionable if one of them was, say, topless, or up to explicit if there was sex involved, but yaoi or yuri pairings follow the same guidelines as straight pairings do.

The ratings on Gelbooru are based on sexual subject matter/worksafeness. This is pretty innocent, so it's correctly rated as "safe".
