I checked with the default costume. I checked with the alt costume. I checked with nothing equipped. Did that for both games, taking into account where body ended and clothing began. SC4 remains consistent to the concept art, while SC5 does not.
Japan uses a different lettering system from the US. If I remember correctly, an American DD is a Japanese E or F, depending on the brand.

#1310733 is close to right, the Japanese cup sizes are different from US sizes, and the US DD is a Japanese F. It's more consistent on the Japanese side than the US side, but that translation is there. Also, the Japanese don't use doubled letters at all, so there is no AA, DD, EE, etc.
