Hmm... I was thinking, when someone is nude in public with no other eyes looking, it's just public nudity with no exhitbitionism... Is that right?

It wouldn't be exhibitionism if they are not "exhibiting" themselves, but if no one else is there to look, is it still public? Or do they just have to be in a public place?

Exhibitionism is the sentiment, the being turned on by it. So it would be exhibitionism, but not public nudity, because the nudity isn't actually public.
